I'm not just repackaging it, I'm making some modifications to it, and after a while, a substantial portion of the software will be of my own creation.
But for now, is it legal/ethical?

Does the General Public License (GPL) allow repackaging/rebundling of software and naming it your own?
It is all a matter of opinion as to whether your modifications could be considered a wholly new product.
Prima facia, it sounds neither legal nor ethical.
