What are the priorities for naming branches on an alkane?

Specific example:

CH3CH(CH3)CH2CH(Cl)CH3

Ok, to me, I would name this molecule as 2-chloro-4-methylpentane because I'm thinking that halogens are higher in priority than methyls, but I'm being told it's actually 4-chloro-2-methylpentane.

Why is that?

What are the priorities for naming branches on an alkane?
Please see my sources. I couldn't have said it better.
